Claudette Biemeret
Inspector General
Claudette has dedicated her career to strengthening government accountability, transparency, and efficiency. She has served as the Inspector General for the BART Office of the Inspector General (OIG) since 2023, leading independent audits and investigations to prevent fraud, waste, and abuse.
Prior to her appointment, Claudette served as Assistant Inspector General at BART, contributing significantly to the office's oversight initiatives. Her earlier tenure at the City of Berkeley spanned over a decade, where she held the positions of Auditor and Audit Manager, overseeing audits that improved municipal operations.
Claudette is an active leader in the oversight community, serving as Board President of the Association of Inspectors General, Western States Chapter. She is also a member of the Association of Local Government Auditors, the Institute of Internal Auditors, and the Institute for Public Procurement.
Claudette earned her Bachelor of Arts degree in Business Administration from Golden Gate University and is a Certified Inspector General. She is committed to fostering transparency and integrity within public transit operations.

Jorge Oseguera
Deputy Inspector General
With over 26 years of public sector experience, Jorge is a seasoned auditor and leader specializing in government accountability, operational efficiency, and fraud investigations. Jorge joined the BART Office of the Inspector General (OIG) in January 2024 and is currently serving as the Deputy Inspector General with a key role in overseeing audits and investigations that promote transparency, compliance, and performance improvements within BART’s operations.
Before joining BART, Jorge served 14 years as the City Auditor for the City of Sacramento, where he established the city’s first independent audit function and whistleblower hotline, issuing over 70 audit reports and identifying nearly $100 million in financial benefits. Prior to that, he held multiple roles with the San José City Auditor’s Office, spearheading audits that uncovered inefficiencies, cost-saving opportunities, and instances of mismanagement.
Recognized nationally for his expertise, Jorge has received multiple prestigious awards from the Association of Local Government Auditors (ALGA) for outstanding audit work. He holds a Master of Public Administration from Syracuse University’s Maxwell School and is a Certified Inspector General Investigator. Jorge is a dedicated public servant committed to strengthening public trust through rigorous oversight and accountability.

Jeff Dubsick
Investigative Auditor
Jeff joined our office in 2021 as our first investigator. His fraud investigations and oversight have resulted in over $1 million in financial recoveries from industry contractors who billed the District for labor, materials, or services they did not provide. Jeff is our office’s expert on the California and Federal False Claims Acts, as well as state and federal laws concerning bribery, gratuities, kickbacks, and improper gift-giving and receipt.
Jeff has over 27 years of federal and state criminal and civil investigative experience, primarily focused on fraud against the government. He holds a bachelor’s degree from U.C. Santa Barbara, is a Certified Inspector General Investigator, and has an Airman’s Certificate (private pilot license).
Jeff’s home station is Civic Center, from which he commutes to BART Headquarters in Oakland—with both pride and a keen eye for fraud, waste, and abuse.

Jessica Spikes
Executive Assistant
Jessica joined the BART Office of the Inspector General (OIG) in 2024 as its first Executive Assistant, providing high-level administrative support and contributing to complex audits and investigations. With over 13 years of experience in administrative and financial management across sectors including public works, community development, and legal services, she plays a key role in supporting the OIG's mission to enhance operational efficiency, ensure regulatory compliance, and address fraud, waste, and abuse within BART.
She holds a Bachelor of Science in Business Administration with a concentration in Accounting from Notre Dame de Namur University. Beyond her role at the OIG, Jessica serves as the Membership Director on the executive team of BART’s Black Leadership Affinity Council (BLAC), where she helps foster community, advocate for equity, and support employee engagement across the agency.
Jessica’s home station is Pittsburg/Bay Point, from which she commutes to BART Headquarters in Oakland, bringing both professionalism and a strong focus on supporting the OIG’s mission.
