Just Released! BART OIG Fiscal Year 2025 Annual Report

I am pleased to present the BART independent Office of the Inspector General's 2025 Annual Report. This past year, our office continued to strengthen accountability, transparency, and efficiency across the District. We closed 32 investigations, identified $106,872 lost to fraud or error - $91.1k recovered and $15.7k pending recovery, and launched a guide for reporting retaliation to further protect those who assist in our investigations.

We advanced five major audits – on overtime, Link21 spending, construction contract change orders, workers’ compensation, and inventory management. We are conducting our workers’ compensation audit in multiple phases due to the complexity of the audit area, and are focusing on controls, cost management, and program effectiveness.

To support greater transparency, we released a public-facing dashboard that provides real-time updates on OIG recommendations. We also implemented Missionmark, our new case and audit management platform, to automate workflows and strengthen our follow-up with BART departments.

Our office remains committed to professional excellence. In FY25, we welcomed a new Investigative Auditor, advanced our strategic goals, and upgraded our interview space to better support whistleblowers.
