Just Released! BART OIG Fiscal Year 2025 Semiannual Report
I am pleased to present the Independent Office of the BART Inspector General's 2025 Semiannual Report. Over the past six months, my team and I have remained committed to strengthening accountability and efficiency at BART.
We closed nine investigations into fraud, waste, or abuse, received 38 whistleblower complaints, and launched 16 new investigations. Our past recommendations led to key actions, including BART’s adoption of a suspension and debarment policy to hold contractors accountable.
We advanced critical audits on overtime management, construction contract change orders, Link21 spending, and workers’ compensation. For the first time, we used our new case management system, Missionmark, to streamline audit workflows and we conducted a districtwide survey for employee feedback on the District's workers' compensation program.
BART executive management has made steady progress in addressing our recommendations, implementing 12 since July—including four from this period—while their work continues on 17 others from our investigations as well as five from our span of control audit.
Looking ahead, we are launching a public-facing recommendation dashboard, reassessing our audit plan, and continuing efforts to enhance oversight.
