Just Released! District's Permit Issuance Process Does Not Bypass Subject Matter Experts

Our latest investigation examined allegations that BART’s streamlined permit issuance process bypasses subject matter experts (SMEs), resulting in noncompliance by a developer near the 19th Street station.

We found the allegation to be unsubstantiated. The investigation confirmed that BART’s permit process includes robust checks and balances, such as approvals by licensed Professional Engineers (PEs). The issues identified in this case were due to the developer’s failure to comply with permit terms, not shortcomings in BART’s process.

Permit processes are essential for balancing development with safety, responsibility, and legality. This investigation underscores the importance of compliance to protect public trust and ensure accountability in all activities on District property.
