The BART Office of the Inspector General (OIG) has released the second report in our audit of BART’s Workers’ Compensation Program, focusing on program oversight and internal controls.

We identified opportunities to strengthen how BART oversees and administers the program, which had 761 open claims with at least $117.8 million in incurred costs as of July 2025.

We identified three key areas for improvement:

• Strengthening oversight of BART’s third-party administrator, including contract compliance and potential fraud investigations
• Improving return-to-work practices and addressing a costly, error-prone process for administering holiday pay
• Strengthening data management to improve the accuracy and reliability of workers’ compensation information

We made eight recommendations to address our findings. BART management agreed with all them.
